Fareham's Sustainable Community Strategy 2010-2020 sets out our vision to improve the quality of life for all the Borough's current and future residents.
The duty to prepare a Sustainable Community Strategy rests with Fareham Borough Council under section 1(a) of the Local Government Act 2000. In practice, the Local Strategic Partnership, known as networkfareham, prepares the strategy on the Borough Council's behalf. Once prepared, the strategy must be agreed at full Council in accordance with the Local Authorities (Functions and Responsibilities) Regulations 2000 / Statutory Instrument No. 2853.
Public consultation closed on 30 June 2009. The responses were assessed by the networkfareham Board on 8 September 2009 and the final version of the strategy document for approval by the Council was agreed by the Board on 1 December 2009.
The Borough Council's Executive met on 11 January 2010. Minor changes were made to the wording of the Environment and Transport section of the Startegy in order to ensure that the Strategy is consistent with the approach to be taken on carbon reduction and climate change issues in the Council's forthcoming Environmental Sustainability Strategy as follows:
1. Replace the first sentence under the heading 'Where do we want to be?' with the following:-
"Fareham has a part to play in minimising the impact of climate change given the threat of rising sea levels and increased risk of flooding."
2. Replace the third bullet point under the heading 'What are the top priorities?' with the following:-
"Adapting to the impact of climate change."
3. Add an additional fifth bullet point under the heading 'What are the top priorities?' as follows:
"Reducing carbon emissions."
It was RESOLVED that, subject to the amendments circulated at the meeting the Sustainable Community Strategy be commended to the Council for formal adoption.
The next stage is for the Strategy document to go to full Council for formal adoption on 18 February 2010.
